If you invoice French clients

Tunisia's Finance Law 2026 (Article 53, Law 17-2025) extended the e-invoicing obligation to service providers. Previously limited to goods sales, this now covers:
- Liberal professions (lawyers, accountants, architects, etc.)
- Service companies (consulting, IT, training, etc.)
- Maintenance and repair providers
Penalties: 100-500 TND per non-compliant invoice, capped at 50,000 TND per fiscal year. Up to 10,000 TND for non-compliant electronic invoices.
If you're a service provider not yet registered on El Fatoora, time is running out.
Cross-Border Implications
Format
- France → Tunisia: Your French suppliers will send Factur-X/UBL. Your ERP must ingest these formats.
- Tunisia → France: Your TEIF invoices must be converted to Factur-X/UBL before sending.
Digital Signature
- France doesn't require a digital signature on the invoice itself (PDP serves as proof)
- Tunisia requires a qualified signature via ANCE/TUNTRUST
