Saudi Arabia's New Procurement Law: What Changed and When
Saudi Arabia published a new Government Tenders and Procurement Law in Umm al-Qura on 22 Rabi al-Awwal 1448H, 4 September 2026. Its 101 articles replace the law issued under Royal Decree M/128 of 13/11/1440H, and it takes effect 120 days after publication, at the start of January 2027. Article 51 raises the delegation ceiling to SAR 50 million and Article 70 caps late-delivery penalties at 15 percent outside supply contracts.
Tunisia's RNE e-vault is now mandatory for every company
Since 1 September 2026, the National Business Registry's electronic vault has been mandatory for every entity registered in Tunisia. Combined with the exclusively electronic filing that took effect on 1 July, it permanently closes the paper route to the registry and makes digital identity — Mobile ID or DigiGo — a precondition for access.

The Central Bank of Tunisia has published Circular to Banks No. 2026-08 of 1 September 2026, implementing Decree 148 of 2026: from 1 October 2026, honour-loan and micro-financing applications must be filed exclusively through each bank's electronic platform, and any application filed by other means is disregarded.

Saudi accounting Saudization hits 50% on 27 October 2026
Phase two of Saudi Ministerial Decision 103108 raises the accounting-professions Saudization rate to 50% on 27 October 2026 for establishments with five or more accountants. A Saudi accountant counts toward the rate only if three conditions hold at once: a job title among 21 listed codes, a GOSI contributory wage of at least SAR 6,000 for a bachelor's degree or SAR 4,500 for a diploma, and an active professional accreditation from SOCPA.
Saudi Arabia Raises Project Management Saudization to 70%
The Ministry of Human Resources and Social Development, in partnership with the Ministry of Municipalities and Housing, has raised Saudization of private-sector project management professions to 70%, effective 14 February 2027. It applies to every establishment with three or more workers in the targeted professions, calculated at entity level rather than branch level.
Saudi Wage Clauses Are Now Directly Enforceable via Najiz
Phase three of the Saudi HRSD and Ministry of Justice initiative took effect on 6 August 2026, extending to indefinite-term contracts. The wage clause in any contract documented on Qiwa is now an enforceable instrument executable directly through Najiz, with wage data verified automatically via Mudad.
ZATCA Finalises Economic Substance Rules for Saudi Special Economic Zones — Including the Cloud Computing Zone
Saudi Arabia's tax authority published final economic substance regulations on 7 August 2026 covering four special economic zones, among them the virtual Cloud Computing SEZ. Licensed entities must now prove real premises, staff, spending and in-Kingdom management — and file an annual return to keep incentives worth up to 20 years of 5% corporate tax.
