A tender notice comes out on a Tuesday. The deadline is three weeks away, which feels comfortable. Then the file arrives: consultation rules, administrative clauses, a technical specification of more than a hundred pages, annexes, price schedules. Someone has to read all of it to answer one question: can we comply, and at what price?
In practice, the reading falls on the same people who are already busy with quotes and current customers. It gets postponed, then done in a rush the day before submission. That is when a technical requirement slips through, an administrative document goes missing, or the company gives up on bidding because there was no time to check. This article is part of our AI and automation for industry series.
Why this work is expensive
In Tunisia, technical and financial offers for public contracts must be submitted through the TUNEPS platform, and registration on it is mandatory (HAICOP notice, 2026). The deadline is fixed and the submission format is imposed. What varies is the time your team needs to understand what is being asked.
This is not a daily problem. It is occasional, but the stakes are high: a misread file can cost a whole contract, or waste days on an offer that never had a chance of being compliant. It is also a case where the calendar forces the decision, which makes help useful at exactly the right moment.
More broadly, sales time often goes somewhere other than selling. According to Salesforce's State of Sales study (2023, more than 7,700 sales professionals, international data), salespeople spend on average 28% of their week selling; the rest goes into preparing offers, data entry and follow-up. The figure is not specific to Tunisian tenders, but it shows where lost time tends to sit.
What an assistant can do, step by step
A well-built AI assistant does not "answer" the tender. It does the reading and sorting, so your experts spend their time on decisions.
- Read the whole file. The specification, annexes and schedules are loaded as they are, in PDF, including in French and Arabic. Scanned documents go through a text recognition step, tested first on your own files.
- Extract the requirements. Each requirement is isolated and classified: administrative (documents to supply, guarantees, certificates), technical (characteristics, standards, performance), commercial (lead times, warranties, delivery terms).
- Cite the source. Every extracted line points to the page and clause of the document. Nobody has to take the assistant's word for it: you check in one click.
- Compare with your products. If your datasheets and catalogues are available, the assistant puts each technical requirement next to the matching characteristic of your offer and flags the gaps. It is the same principle as an assistant that knows your catalogues and technical manuals.
- Produce a compliance grid. The output is a table: requirement, source, proposed answer, status (compliant, gap, to check). Your team reviews and completes that table.
- List what is missing. Administrative documents not yet in the file and unanswered points are gathered in a checklist, well before the deadline rather than the night before.
The technology behind this kind of tool is well established: document extraction and search over your own data. We covered it in intelligent document processing and in RAG solutions for business.
What the tool does not do
- It does not decide to bid. Whether to go for a contract, the price and the strategy stay with management.
- It submits nothing on TUNEPS. Submission, signatures and legal commitments stay in your hands.
- It can be wrong. A badly formatted table or an ambiguous clause can be misread. That is why every requirement carries its reference and a person validates the grid before it is used.
- It does not replace domain expertise. Knowing whether an equivalent piece of equipment will be accepted, or how to price a gap, belongs to your teams. The tool saves them line-by-line reading, not judgement.
How to start small
The simplest start is a file you have already handled: a tender you answered, or one you turned down. It gives a known reference, with no deadline pressure.
A first scope can be limited to extracting requirements and building the compliance grid, without automatic comparison with your products. The indicator to set at the start is simple: the time between receiving the file and a grid reviewed by your team. If that time drops clearly on the next files, the tool can be extended to comparison with your datasheets, then to preparing the document checklist.
If you also prepare quotes outside public tenders, the same foundation helps you answer quote requests faster, without changing your ERP.
If your tenders get read the night before submission, let's talk.
